Europe has created one of the world's most ambitious regulatory frameworks for circular batteries. But regulation alone will not create a functioning market. As growing numbers of EV batteries leave vehicles following accidents and dismantling, Europe faces a new challenge: ensuring that technically functional batteries can be identified, valued, traded and reused before recycling becomes necessary. Our first policy paper, "From Waste to Value – Why Europe's Second-Life Battery Market Needs Regulatory Clarity," explores why the missing piece is no longer battery technology, but the market
infrastructure needed to make Europe's circular battery ambitions work in practice. The paper discusses regulatory barriers, market fragmentation and the practical conditions required for a trusted European market for second-life EV batteries. It also presents several policy recommendations aimed at strengthening Europe's competitiveness, resource resilience and circular economy.
